Most Christians in Afghanistan are underground

Nehemiah told about one man named Abdor, who became a Christian with his whole family while in Pakistan. “He was with us for the last few months. He is from Afghanistan, studying in Pakistan, and he said last month that he was going to Afghanistan for evangelism purposes. And it’s been more than a week since we have been unable to hear from him. We have lost contact.”

The Taliban’s conquest of Afghanistan puts Afghan Christians in great danger. Nehemiah says it’s a small community, and many of them converted to Christianity from other faiths. “The number of Christians in the country is thought to be below 30,000, perhaps as low as 1,000. Because most Christians in Afghanistan are underground.”

Afghanistan has very little in the way of an organized church. There is a small Catholic church located in the Italian embassy in Kabul, but Nehemiah says that has been shut down.

Historically, Afghan Christians have belonged to the sprawling Church of the East, once the largest Christian communion in the world.

Despite these low numbers, the Taliban is keeping a close eye on Christians, even sending them letters warning them not to meet. Nehemiah says, “One man received a letter saying his house now belongs to the Taliban. He’s a simple man who makes crafts, and his entire savings are in his house. The Taliban will take the property and the assets of Christians.”

Pray for the safety of Christian women in Afghanistan, as the Taliban may seek to kidnap them as well. Nehemiah says, “Christians in Afghanistan will be bracing themselves. Will they be forced to convert back to other faiths? Will they be killed if they refuse?”

Local staff at foreign missions

Islamabad (Special Reporter):

Local staff at foreign missions risked the diplomats' reputation for personal gain. From administrative to consular section, even lower staff including drivers are busy in making money, ensnaring diplomats. Cases in embassies has rapidly increased. Local staff being deployed at missions including African, Central Asian, Middle East and in the European countries are reportedly involved in suspicious activities. 
No doubt, diplomats are specifically trained to maintain relations with other countries, but it is said that even angels would fall prey to such temptations if they are posted on a post that involves money! The Italian mission in Islamabad reported theft of 1000 visa stickers. The first information report (FIR) was being registered at the local police station but till the time no progress is seen in investigation. Either the mission is not interested or officials are not doing their job, but something fishy. Reportedly local security personal with its foreign facilitator was involved.
Earlier an ambassador from European country was terminated after he was found guilty of misusing his diplomatic status. Few years back, an ambassador was recalled after his involvement in misusing house rent facility. A charged’ Affair of a EU country was recalled for taking bribe in issuing visas and reportedly his secretary was indirectly involved in human trafficking. In these case local facilitators were involved and extra money was shared. In September, 2020, customs officials seized a consignment of goods imported in the name of embassy. When the ambassador refused to own it and action was taken against the local shipping and owners were sent to jail and their license was suspended. Reportedly, the same people are hunting with another name. 
Investigations in such cases proved that without the involvement of the local staff such incidents would have not been possible. Misuse of diplomatic immunity and involved in various illegal practices such as misuse of liquor quotas, import of duty free cars and other stuff, misuse of house rent facility and having illicit affairs with local ladies are common in diplomats. By the way, when it comes to misuse the liquor quotas, both Muslim and non-Muslim missions are equally involved and have benefited with the help of Foreign Affairs’ protocol department. 
So much so, there are number of examples of such cases and involvement of local staff and having illicit relations with girls. Interestingly, this practice is on to lure attention of all. Corruptions is the biggest challenge of the day, either moral or money. A man can be part when there is opportunity of making money through illegal practices.

غیر ملکی سفارت خانے

غیر ملکی سفارت خانوں میں تعینات مقامی عملے نے ذاتی مفادات کی خاطر سفارتکاروں کی ساکھ کو داؤ پر لگا دیا. انتظامی امور سے لیکر ڈرائیور طبقہ مال بنانے کے چکر سفارتکاروں کو سہانے سپنے دکھانے اور شیشے میں اتارنے کی کوشش میں مصروف. سفارت خانوں میں کیسز روز بروز بڑھنے لگے. براعظم افریقہ, وسطی ایشیائی ممالک, اور یورپی ممالک کا عملہ مشکوک کارروائیوں میں ملوث. اسلام آباد میں اٹلی کے سفارت خانے سے تقریباً ایک ہزار ویزہ اسٹیکر چوری ہونے کا واقعہ پیش آیا۔ سفارت خانے نے وزارت خارجہ سے رابطہ کرکے  مقامی پولیس تھانے میں رپورٹ درج کروائی۔ کہا جاتا ہے کہ سفارت خانے میں کام کرنے والے مقامی عملہ ملوث تھا لیکن تاحال اس واقعے سے متعلق کسی قسم کی پیش رفت کی کوئی اطلاع نہیں۔ اس سے قبل یورپ ہی کے ایک اور ملک کے سفیر کو وطن واپس بلایا گیا وجہ یہ بتائی گئی کہ موصوف ویانا کنونشن کے تحت حاصل ہونے والی سہولیات کو مقامی سہولت کار کے توسط سے ناجائز استعمال کرکے ذاتی فوائد حاصل کرتے تھے۔ اس سے قبل کسٹم حکام نے کاروائی کرتے ہوئے خلیجی ملک کے ایک سفارت خانے کے نام پر منگوائی جانے والی اشیاء کی بڑی کھیپ پکڑی۔ جس کے بارے میں متعلقہ سفیر نے لاعلمی کا اظہار کیا اور متعلقہ اداروں نے اشیاء درآمد کرنے والی کمپنی کے مالکان کے خلاف کاروائی کرتے انہیں جیل یاترا کیلئے بھیج دیا گیا اور بتایا گیا کہ کمپنی کا لائسنس بھی معطل کردیا گیا تھا۔ بعد ازاں اس واقعے میں ملوث افراد پولیس کے ساتھ مُک مکا کرکے رہا ہوگئے۔ سننے میں آیا ہے کہ ”وہی لوگ“ نئے نام کے ساتھ دھندہ پھر سے شروع کرچکے ہیں۔ یہ چند ایک واقعات ہیں لیکن یہ قصہ پرانا ہے اور ایسے ہی چلتا رہے گا. 

چند ماہ قبل ہمارے ہم پیشہ ایک  ساتھی نے اسی موضوع پر قلم کشائی کرتے ہوئے لکھا کہ کس طرح سے سفارتکاروں کو ورغلا کر ایسے کاموں میں پھنسایا جاتا ہے۔ مطلب وہ تو معصوم ہیں. لیکن میرا مشاہدہ ذرا مختلف ہے. قصہ کچھ یوں ہے کہ ویانا کنونشن کے تحت سفارتکاروں کو دوسرے ممالک میں کام کرتے ہوئے بعض کاموں میں چھوٹ حاصل ہوتی ہے مثلاً انہیں دوسرے ممالک میں اپنے فرائض کی ادائیگی کے لیے جاتے وقت گھریلو سامان یا روزمرہ کے استعمال کی اشیاء کو دوسرے ممالک سے منگوانے پر کسٹم ڈیوٹی سمیت چیکنگ وغیرہ سے اِستثناء حاصل ہوتا ہے اس میں کھانے پینے کی اشیاء سمیت گاڑیاں تک درآمد یا برآمد کرنے کی دقت نہیں ہوتی۔ اس کے علاوہ وہ ممالک جہاں الکوحل ملے مشروبات کے استعمال پر پابندی عائد ہو لیکن سفارتکاروں کو یہ اِستثناء حاصل ہوتا ہے کہ وہ ان ممالک میں تعیناتی کے دوران اپنی ضرورت کیلئے ایسے اشیاء بھی درآمد کر سکتے ہیں۔ تاہم اس معاملے میں ہر سفارتکار کی حیثیت کے مطابق حدود مقرر ہیں۔ ویانا کنونشن کے تحت غیر ملکی سفارتکاروں پر مقامی قوانین کا اطلاق نہیں ہوتا وغیرہ وغیرہ۔ پاکستان میں الکوحل ملے مشروبات کی سرِعام تیاری اور خریدوفروخت پر پابندی ہے تاہم یہ دھندہ ملک میں بسنے والے غیرمسلم کے نام پر زوروشور سے ہوتا ہے۔ ساتھ ہی ساتھ غیر ملکی سفارتکاروں کے نام پر درآمد کی جانے والے اشیاء قانون نافذ کرنے والے اداروں کے آشرباد سے مہنگے داموں بازار میں بکتی ہیں اور اس بہتی گنگا میں سبھی ہاتھ دھوتے ہیں (مطلب سفارتکار بھی ذاتی فوائد حاصل کرتے ہیں)۔ یہاں یہ بات قابل ذکر ہے کہ سفارتکاروں کو دوسرے ممالک میں کام کرنے کیلئے خصوصی تربیت دی جاتی ہے جس میں دوطرفہ تعلقات سے لیکر اپنے ملک کی نیک نامی اور ترجیحات نہایت اہم ہوتی ہیں۔پاکستان کی حیثیت دنیا کے دیگر ممالک سے مختلف ہے، اسے سونے کی چڑیا کہا جاتا ہے۔ معتبر ذرائع کے مطابق پاکستان میں تعینات ہونے والے غیر ملکی سفارتکاروں کو حاصل ہونے والے استثناء کی بدولت نہ صرف سفارتکار بلکہ مقامی عملہ بھی فیضیاب ہوتا ہے۔ ایک سفارت کار نے تو یہ بھی بتایا کہ سفارت خانوں میں کام کرنے والے مقامی ڈرائیورز بھی سفر کے دوران اس سے متعلق معلومات فراہم کر رہے ہوتے ہیں اور انہیں مشورہ دیتے ہیں کہ آپ فلاں کمپنی یا بندے کے ساتھ کام کریں یا فلاں کے ساتھ کام نہ کریں۔ وجہ صاف ظاہر ہے کہ مقامی عملہ ان کمپنیوں کے پے رول پر ہوتا ہے اور چونکہ غیر ملکی سفارت کار مقامی عملہ پر زیادہ اعتبار کرتے ہیں اور وہ یہ کام رازداری سے کرنا چاہتے ہیں لہذا مقامی عملہ اپنے مفادات کی خاطر انہیں ورغلا لے لیتا ہے.
